The idea that the government or the military is manipulating the weather and mindsets of entire countries and populations was at one time hailed as some ridiculous conspiracy theory.

After all, it is not something that we read about often in the broadsheets and of course any suggestion that something as natural as the weather could be manipulated by man, was and sometimes still is, publicly ridiculed and laughed at.

Indeed, to this very day, many well-respected technological researchers, scientists, experts and politicians would tell you that no such technology exists. It is argued that we don’t yet have the capability to control the weather on any significant scale.

However, aside from the so-called ‘tinfoil hat crowd’, there is one group of people who would strongly refute any suggestion that the weather cannot be controlled to some degree.

And that is the US military.

You see, not many people have heard about the report entitled ‘Weather as a Force Multiplier: Owning the Weather in 2025′.

The report was compiled by the US Air Force and claims that US aerospace forces are able to capitalise on ‘emerging technologies’ and use them to manipulate the weather and use them in times of war and conflict.

At the beginning of the report, a disclaimer is published claiming that some of the scenarios described within it are fictitious in that they have not yet come to pass.

Throughout the report however it is asserted that such technology does indeed exist but cannot be announced officially for security reasons. The paper was published in 1997.

I will let you decide which one of those statements are true.

Now this report is not a new one. It was released many years ago, shortly after being unclassified.

However, with the proliferation of unusual weather patterns, flooding and storms, it remains as important and relevant an issue as ever before, particularly as we edge closer and closer to 2025.

The report states: “A high-risk, high-reward endeavor, weather-modification offers a dilemma not unlike the splitting of the atom. While some segments of society will always be reluctant to examine controversial issues such as weather-modification, the tremendous military capabilities that could result from this field are ignored at our own peril.”

The report goes on to state that such technology allows military personnel to “shape the battlespace in ways never before possible”.

It claimed that weather modification weapons allow powerful countries to produce favourable atmospheric conditions for themselves, while producing droughts, storms and flooding in ‘enemy territory’.

And what conditions would be necessary to develop these types of geoengineering tools further?

According to the US Air Force report, all that would be needed in order to bring such technology to its full potential would be: advanced nonlinear modeling techniques, computational capability, information gathering and transmission, a global sensor array, and weather intervention techniques.

The report,which you can view HERE said that some of those intervention tools exist today while others may be developed and refined in the future.

Fast forward to 2014 – with the various reports on the progress of geoengineering made by the United Nations and top scientists such as David Keith – and you will realise that all of those conditions have now been met.

Later in this article, we will be looking at official reports and some of the major scientific announcements that have been made about geoengineering.

What is meant by weather modification and what sort of capabilities would it have?

Weather modification is the process of manipulating the weather through technological means.

It includes things such as aerosol spraying, use of space mirror imaging, and directed energy systems.

Chemtrails are distinguishable from contrails – which are the fumes left behind from aeroplanes. The main visible differences between the two is the fact that contrails tend to disappear very quickly as the airplane moves along. Chemtrails remain in the sky and eventually expand into wider formations that look like clouds.

They can then be used to induce precipitation and creating storms.

According to the US Air Force report, the capabilities of such technology would include the following:

Essentially, it would allow military forces to reduce rainfall in affected countries, and also induce it when necessary.

Additionally, it can cause extreme distress to those living within targeted areas by artificially creating storms, disrupting space communications, and removing cloud coverage.

This type of technology also brings on fogs, and can create favourable weather conditions, and improve space communications for the countries that use it.

The report stated: “Current technologies that will mature over the next 30 years will offer anyone who has the necessary resources the ability to modify weather patterns and their corresponding effects, at least on the local scale.

“Current demographic, economic, and environmental trends will create global stresses that provide the impetus necessary for many countries or groups to turn this weather-modification ability into a capability”.

Crucially, the report added added: “In the United States, weather-modification will likely become a part of national security policy with both domestic and international applications. Our government will pursue such a policy, depending on its interests, at various levels.

“These levels could include unilateral actions, participation in a security framework such as NATO, membership in an international organization such as the UN, or participation in a coalition.”

The US Air Force added that in South America, official policy had already tasked military personnel to “forecast storm paths and trigger or intensify thunderstorm cells over critical target areas that the enemy must defend with their aircraft.”

It added: “Since our aircraft in 2025 have all-weather capability, the thunderstorm threat is minimal to our forces, and we can effectively and decisively control the sky over the target.”

Why would the government or the military want to manipulate the weather?

 ”He who controls the weather, will control the world. He who controls gravity, will control the universe. He who controls time, will never be around.” Thomas Frey, Executive Director and Senior Futurist at the DaVinci Institute.

In-depth examinations of the report so far highlight the obvious benefits of a weather modification system.

After all, it would make it much more difficult for hostile countries to launch attacks against forces which make use of such technology. It can cause flooding, tornados, famines and crop damage in extreme cases.

The report added: “Since weather will be common to all possible futures, a weather-modification capability would be universally applicable and have utility across the entire spectrum of conflict. The capability of influencing the weather even on a small scale could change it from a force degrader to a force multiplier.

“People have always wanted to be able to do something about the weather. In the US, as early as 1839,newspaper archives tell of people with serious and creative ideas on how to make rain.”

It gives nations greater control over the weather and it can also place additional cost of food and usable water in targeted areas.

The research paper revealed that in 1977, the UN General Assembly adopted a resolution

prohibiting the hostile use of environmental modification techniques.

At the time, it produced legislation entitled “Convention on the Prohibition of Military or Any Other Hostile Use of Environmental Modification Techniques (ENMOD)” which committed the signatories to refrain from any military or other hostile use of weather-modification which could result in widespread, long-lasting, or severe effects.

The report said however, that the guidelines did not prevent the progress of research on engineering and weather modification.

Aerosol Spraying

In July, a well known research scientist called David Keith from Harvard University announced they would be spraying sun-reflecting chemical particles into the atmosphere to artificially cool the planet, using a balloon flying 80,000 feet over Fort Sumner, New Mexico.

It would work by enabling the particles to reflect sunlight back into space, helping decrease the temperature of the Earth.

Keith owns a multimillion dollar geoengineering research centre provided by Microsoft founder Bill Gates. The research centre previously commissioned  a study by a US aerospace company that made the case for the feasibility of large-scale deployment of solar geoengineering technologies.

He claims that it could be used inexpensive method to slow down global warming.

 Solar Radiation Management Governance Initiative

The Solar Radiation Management Governance Initiative (SRMGI) is an international NGO-driven project that seeks to promote solar radiation management (SRM) – a form of geoengineering.

A report entitled by ‘Solar radiation management: the governance of research’ published jointly by the Environmental Defence Fund, The Royal Society, TWAS – a global science academy, explored the benefits of solar radiation management to counteract global warming.

Solar Radiation Management would work by using space mirrors to reflect a small percentage of inbound sunlight back into space, in order to reduce global warming.

The report claims that the technology – currently in use – can help to reduce global temperatures very quickly, within a few months of deployment.

By controlling the temperatures or blocking the sun, it is possible to induce snow, humidity, or allow in extra sunlight.

Negative effects of weather modification

The harmful effects of weather modification are obvious. When smaller, “less developed” countries are at the mercy of famines, food shortages, severe storms and uncomfortable weather patterns due to artificial tinkering, then it is easy to see how entire populations can be subjected to disease, poverty and starvation at the mercy of others.

It can also disrupt entire ecosystems, destroy natural habitats, and result in both human and animal deaths. Most crucially, it could accelerate the destruction of the global environment.

In fact, a 2008 study by scientists at Rutgers University revealed that geoengineering could have the potential to harm billions of people.

They said that geoengineering aerosols sprayed in tropical or Arctic regions are likely to disrupt African and Asian weather patterns and threaten the food and the water supply of billions.

The study claimed in fact that geoengineering projects actually deplete the ozone layer and reduce the strength of hydrological cycles resulting in decreased river flow and soil moisture.

Similarly, it was revealed that geoengineering projects such as these could reduce rainfall by 15 per cent in areas of North America and Northern Europe and by more than 20 per cent in central South America. This could potentially lead to droughts, famine and crop shortages in some areas of the world.

However, the most concerning thing of all is that despite all of the studies, and scientific evidence out there, these weapons are largely invisible.

To date, the only information out there are classified and unclassified military papers – which most people tend not to read. Whilst the current progress of weather modification is sometimes examined in individual scientific studies, and obscure announcements made in international conferences, the vast majority of people are often left in the dark about its true potential and the way it could impact ecosystems and the environment.

And despite the growing body of scientific analysis out there, a full and unbiased investigation has not yet been carried out in any comprehensive detail by the mainstream press. With this being one of the most important developments in the 21st century, it is imperative that the discussion and debate around weather modification technology is brought into the public forum and not tucked away in military papers that will take decades to declassify.

    And here I was thinking I’d found some truth at last with hopefully some intelligent conversation – how wrong was I. With comments like ” stupid chemtrails ” What the hell are you doing here ? because apparently ” we are all idiots ” I agree with you Simon, Oz needs to seriously wake up and smell the chemtrails! or better still, come over to Christchurch in Dorset UK and see for yourself. You will see that here we are ” allowed ” ONE blue sky every TWO weeks, because of a daily blast of poisonous heavy metals whiting out our precious blue sky, which by the way have been admitted to in the past. I don’t know where you live, but I live not far from Porton Down, who were responsible for the activities here between 1940′s and 1970′s and only an idiot or home schooled flip head would believe otherwise given the facts.

    And here I was thinking I’d come across a new website that had some independant and sane motivations; then bammo, stupid chemtrails are in the headlines. the chemtrail meme is just complete CT madness. they are contrails, from a lot of air traffic. only idiot, home schooled flip heads fall for this garbage. please don’t continue to dissapoint, this is only my first day here.
